1 About the programme

Subject of the Public Call

The purpose of this Public Call is to award Innovation Vouchers, whose primary objective is to provide financial support to micro, small, and medium-sized enterprises (MSMEs) in increasing the level of innovation of their products and enhancing their market competitiveness through the use of specialized services provided by research organizations and/or innovation infrastructure entities.

The vouchers will enable MSMEs to access expert knowledge and services to develop innovative products, processes, and services; identify new materials; explore new technologies; apply research results; access specialized research infrastructure; and obtain the expertise required to support innovation activities.

Total budget of the Call: €150,000

Key Objectives

  • Strengthen collaboration between MSMEs and research organizations as well as innovation infrastructure entities;
  • Facilitate rapid knowledge transfer and the development of market-oriented innovations;
  • Enhance the competitiveness of MSMEs through concept validation, prototype development, and technology validation;
  • Reduce investment risks by providing access to expert knowledge and specialized expertise;
  • Improve products and services in line with market needs and customer requirements;
  • Promote the commercialization and valorization of knowledge to stimulate further investment in innovation.

Grant Value and Funding Intensity

  • Maximum voucher value: €10,000 (VAT included)
  • Funding rate: Up to 100% of eligible costs

Eligible Costs (Services)

The Innovation Voucher may be used to finance the following services:

  • Development of new or improvement of existing products, processes, or services to increase their functionality and quality;
  • Proof of concept;
  • Feasibility studies;
  • Prototyping and testing, including the development of laboratory or demonstration prototypes;
  • Various types of testing (laboratory testing and pilot-scale testing);
  • Technology validation;
  • Validation of new or improved products, processes, or services;
  • Development and implementation of specialized software for a product or process.

2 Eligible applicants

Who Can Apply?

The following applicants are eligible:

  • Micro, small, and medium-sized enterprises (MSMEs) registered in Montenegro;
  • Start-up companies (newly established enterprises).

Applications must be submitted online through the portal:

Applicants are required to register and submit their applications electronically, together with all supporting documentation.

Call Specifics

  • Project implementation period: Up to 6 months from the date of contract signing;
  • Applications are evaluated on a first-come, first-served basis, until the available funds are exhausted;
  • At least 70% of the total budget will be allocated to projects aligned with the priority areas of Montenegro's Smart Specialisation Strategy (S3), such as ICT, energy, and sustainable tourism;
  • The following activities are not eligible for funding: marketing activities, website development, business training, off-the-shelf software solutions, equipment procurement, and similar expenditures.
